My Friend from Barbados has over 10k hours played on the game through steam and after the recent update he is unable to connect to the game.
When attempting to launch he gets the error message " cannot connect to patch server"
He has reinstalled the game multiple times, cleared and deleted his cache's and tried running the game as administrator.
Does anybody has any ideas how to fix this before he formats his computer?

I just had the same issue as well and fixed it. What I did to fix it was to (I'm on Windows):
Run the Command Prompt app (press Windows key and type it in if you don't know where it is) as Administrator (Right-click the app and select Administrator).
I then used the commands: ipconfig /release
ipconfig /renew
ipconfig /flushdns
ipconfig /registerdns
After each command, hit the Enter key. What it does is that it resets your internet connections and tells the computer to retry connecting to BDO's servers. What might have happened is that their patch servers are on a different IP or the DNS isn't routing correctly from when you previously connected to their servers.

The only way he can log into BDO is through a vpn
Having the same problem for last two weeks
* ipconfig thing didn't help
* vpn didn't help
* turning off Antivirus didn't help
Only thing that I can do now is to move the errror window aside once it pops out, takes about 5 minutes, loging into patcher underneath, it actually can connect there and patches game just fine, as long as I keep error promt with OK button open (do not click OK)
once I am loggin into the game I can click ok and the game stays open and can play fine. Odd.

For what's it worth. Found out what the issue was.
It was Asus Sonic Studio software that causing problem. Was not only Black Desert patcher it slows down couple of other things it seems.
Uninstalling it solved the problem.
And I was not the only one with it here is thread from Microsoft with another report.

I had the same issue. Still didn't work when run steam as admin, but when I started the BDO launcher from local files as admin it worked. Thank you.
