Blacksmiths not offering Tuvala gear

I did the simplified quest line on my Corsair. Currently level 60, finished all of Velencia and most of Kama and none of the blacksmiths give me the option to exchange tuvala ore for gear. I was able to exchange my PEN Naru with Fughar with no problem. Did I miss something somewhere that I need to complete?
UPDATE: I was able to figure this out. You have to have the Tuvala ore in your inventory for the gear to show at the blacksmith. I was dumping it all into the town storage to save space. Dumb on my part.

Only blacksmiths in the main towns offer them, ie velia, heidel, altinova. Not the ones in tarif, Glish etc.

I've tried all of those. None offer the exchange.

Hi, I had the same issue and it seemed it was just because my time filled blackstone was in my beginner'sinventory or in my storage and not in the main inventory of my character. It seems like the option to trade them for tuvala gear is only availlable if they are in your main inventory. At least it worked for me.
