Hey Wood & Plain-creatures of BDO ^^

I would like to know if any of Artifact Stats Like in Topic Gathering Item Drop Rate , 

and the Build of the Yawning Hedgehog which says " increase the chance of all Gathering + 10% "

are going over the pure skill cap bonuses you get from having 2000 Mastery ?

Or is it just a new way to get your caps reached ? 

Would be nice to know , Thank you People for responding.
