This is not a solution for the problem.

Players who want to force you to pk them would just switch to beeing guildless or they find an other way to get on your nerve.

But there are guilds which, if they could declare war on any guild, would declare war on small life skill guilds, who can't fight back, just to annoy them!

So you would not get rid of the a**holes, but create more a**holes.

(sorry for my harsh words, but I don't know which other word would describe them)

There is already solution, it's called arsha.

You can't really appeal to most on the BDO forums, since most on the BDO forums either don't like PvP, or just don't PvP in general. So asking for a way to produce more pvp is bound to fail on the forums.  I do agree with your point though. Many place themselves in guilds that are not deccable purely to be able to annoy people since they cannot receive decs unless the guild who is requesting the dec removes all of their own active declarations. 

well if pvp was any good, ppl things surely could change.

What I've noticed is with the new system you can have people make up a high GS non warring guild and go be shitters and grief warring guilds since they can't be dec'd on by them
