But lately, I've abstained from playing every 30 days to qualify as a returning player on Olvia. I'd probably stop all together if it were not for that. To me unwelcomed PvP during my routine just spoils the fun. Win or lose, its just a hassel dealing with some punk player during my game time.
There's already a direct answer to that. And it will never happen.

Does that mean you agree with BDO policy to never host dedicated PvE servers, if that is their policy? If it is their policy its probably due to current resource constraints.

If I am to be honest, my own opinion won't change anything no matter what it is. If there's an answer, I am not raising the question again needlessly.
Recently they've stated they do not have it planned in a more prominent post about a PvP disabled server. I'd wait a while before bringing the topic back up again if you wish for it to be noticed by a dev.
I think BDO should have atleast ONE pve server so some can lifeskill in peace, becasue i know for 100% pve for grinding will be a nightmare.
I dont lifeskill myself, but i think its fair those lifeskill guys spend a lot of money, i assume cuz well they are weirdos XD
I guild group channels solved the dfs problem for me like 95% of the times.

Only acceptable thing imo would be adding something like Elvia how you change instances on the same server, make it remove all grind spot mobs like Elvia does, but also don't spawn in Elvia mobs. Disable PvP and boom, lifeskill in peace.
The only PVE server that could be tolerable is that people that go on that channel can never come back to normal channel. Permanantly. Complete Account-lock wide to that channel.
You don't want to play with people. Then don't.
The only difference would be even more griefers doing things just to annoy other players. They'll grind on top of you because there's nothing you can do about it. They'll gather over the top of you because there's nothing you can do about it. There are people who consider it gameplay to go out of their way to ruin the fun of other people, that's just how the world in general is these days.
It is so annoying when I want to life skill in peace and a griefer just kill me... so I made a lvl49 character...and I bought some transfer coupons to transfer my life skill levels.. It is better BUT I cannot unlock the hp, the weight talent and so on (passive skills) in the talent tree... which would be useful for a life skiller.
