This is not true on servers without PK I can grief u even harder without any risk. Its both sided penetly, someone will just destroy your rotation and u can do anything, now u can turn on PK grab stun and leave him among mobs.. with your idea it will be even worse

You know the other problem is why can the system allow to tag red charma character to the normal? I seen it. Red charma player killed everyone on Nouver and when they get bored to kill everyone many times... they just swapped to the tagged character and you cannot attack them. I think it is exploit. They shouldn't allow to tag red charma character to a normal one.
Xd bro pleae this is not a problem you just click respawn and you are next to the boss .. Why you are carebear ? They cant do anything.. Such guy will kill 3-5 players he will go red and everyone can attack him.. just ignore this.

Im all for harsher penaltyes for PKing, but this to work there is need a way to deal with karmabombers. Any type of griefing should be punished. You must think twice before you try to grief. To take a spot from someone should have consequnces. Competition should be equal.

Oh you do know if they die on the tag character all gear is removed from that character when negative karma which costs them major silver especially geared players (3.7B for my retags just for reference)

In theory that would make even a level one targetable for PvP. But I have my doubts about it.
Also, if one got KB-ed by a player that intentionally unequipped his gear beforehand (and is an invader) to maximize his opponent's karma loss that can also work against you. While on paper this sounds good is actually a bad idea.

Pvp on begining after level 49 and you have to do the black spirit quest. So no they cannot attack lvl 1 character.
