Dark Rift respawn time is bugged (more than ten days)

In the Adventurer's Guide, this is stated:
"The rifts do not reappear at a set rate, but they will reopen no later than ten days after a boss has been defeated."
I killed all my Dark Rift bosses on 15th November, after maintenance, to get the reworked rewards. Now, on the 26th, not all my Dark Rifts have respawned yet. We are on day11, so there is some issue or error with the dark rift respawn timer.
(Can't really reproduce the issu, as it involves only waiting for Dark Rifts to respawn).

Hi, this is basically a bit of a weird way to say it in the Adventurer's guide. What it means is that at least one rift will respawn 10 days after all your rifts are cleared. The respawn timer for each individual rift is 7-14 days. So not all your rifts need to be there yet, as long as at least 1 of them spawned, which you say they did.

The wording suggests that each Rift respawns after max. 10 days after the boss of the Rift was defeated. This 7-14 timeframe is not displayed anywhere in the guide.
