Workers are not accepting new work orders at all. Having tested by adding a new node to the worker empire, and trying to get a worker from Heidel City, to the Costa Farm and failing to do even that. Standard message is; "Worker level too low to change destination" (possibly paraphrased).

The bug is; I am not using the "new destination service" at all. In fact none of the workers I try to change work orders for, actually start working on anything now. So now only the workers that are still doing their previous tasks, and not level 40 yet (by the way none of them are as far as I know) are still actually working.

How to reproduce; Try changing ANY worker work order, adding a new node for example, or trying to use the connected empire, or just the closest node to any given city/town, WITHOUT being at level 40.
