To enhance player satisfaction and promote a balanced gameplay experience, I propose the implementation of a system that provides temporary protection from Player Versus Player (PVP) combat for players engaged in fishing or horse training for a specified period.
Key Features:

- Players who remain actively engaged in fishing or horse training for X continuous minutes (e.g., 10-15 minutes) will automatically receive PVP protection.
- This ensures that players focused on non-combat activities are not unfairly targeted.

- While under this protection, players cannot attack others or be attacked by other players.
- The protection remains active as long as the player continues the fishing or horse training activity.

Protection Termination:
- The protection will end immediately if the player initiates any hostile action, such as attacking another player, equipping combat gear, or voluntarily entering a designated PVP zone.
- It will also deactivate if the player stops fishing or horse training for more than Y seconds (e.g., 30 seconds).

Fair Play Mechanisms:
- Players cannot exploit this system to gain immunity in combat zones. The PVP protection will not apply in high-risk areas explicitly designed for PVP activities.

PA already has given you the option to make a lvl 49 alt. No other changes needed. Your laziness should not be detrimental to other players.
Fair play was not stripping away pvp content from the game just because people couldn't be bothered to engage with the systems and rather complain. Yet here we are. If you want to afk fish safely, then use the options available to do so. There are plenty of them.
The transformation scroll exploit and boat exploit are the biggest problem here, those can interrupt fishing even while someone uses a level 49 alt.
