I can confirm that this is still happening. Happened in both Byeot County and Yukjo Street at the respective NPCs so not even while trying to hire remotely.
*UPDATE* Seems this bug happens after you have sold a worker in a town that was previously at lodging cap. Reloging makes the slot actually work again and not give the lodging error when trying to hire a rolled worker.

This just happened to me aswell, and made me lose an artisan roll + around 500 energy, really bummed about it.
I had just sold a worker so I reloged like the comment above mentioned and it worked.
Really unnecessary bug, this type of transaction should always be set in stone to avoid exploits.
Hoping it's fixed soon, since it has a really annoying work around.
