Suggestions/Comments:

1. Crafting

I have a simple suggestion on to how the Sovereign off-hand might be crafted, taking existing weapon crafting methods into account: 

1x PEN (V) Blackstar off-hand combined with 1x PEN (V) Blackstar off-hand

OR 

1x PEN (V) Blackstar off-hand combined with 1x PEN (V) Kutum/Nouver Caphra level 20 + item equal to Gem of Twilight (basically another 20k Caphra Stones)

OR 

1x PEN (V) Blackstar off-hand combined with 1x Flame*

*wether it is the Flame from the current Land of the Morning Light bosses or a new one from a new region I do not really mind either choice personally. However, I find the way the Flame of the Primordial was time-gated behind weekly quests a poor choice of acquisition and I feel like the method should be rather a grindable grindable item as it was done before with other Flames in the game. The idea of adding (a) weekly quest(s) in addition to this option is perfectly fine in my opinion, I just think it should be left to the player how much time and effort they want to spend on acquiring the new item rather than a weekly quest restricting this concept of obtaining the new item. 

2. Off-Hand Crystals 

In addition to this (quite reasonable) suggestion of crafting I suggest the idea of adding two Sovereign off-hand exclusive crystals, very similar to the crystals we gained from the Karazad accessories: 

Kutum Crystal

acquisition: melt/exchange 1x PEN Kutum weapon 

equipment requirement: Sovereign off-hand must be equipped to be able to use off-hand crystal in the crystal transfusion menu

added stat: extra monster AP (potentially extra (monster) DR)

Nouver Crystal

acquisition: melt/exchange 1x PEN Nouver weapon

equipment requirement: Sovereign off-hand must be equipped to be able to use off-hand crystal in the crystal transfusion menu

added stat: extra human AP (potentially extra accuracy)

The reason why I suggest this is that this way the idea of the unique PvE and PvP off-hands remains but people will be able to either specialise in one specific combat type or are even able to swap between their loadouts with different crystal set-ups depending on the situation and type of combat. Just like we can with the accuracy, AP, DP and evasion accessory crystals and Kharazad accessories we would be able to swap the crystals with a crystal preset and would be ready for any fight ahead. This way potential crafted off-hands will also not become "wasted" for those that own both a PEN Nouver and PEN Kutum, potentially even a PEN Blackstar as well, already.

Being able to swap between the Kutum and Nouver through a single crystal change would be quite nice, also with regards to tagging, honestly. I think PA came up with a new way (for BDO) of diversifying builds and I think it's a good trend to continue for the next evolution of the off-hand.

I think having the upgrade path being similar for the off-hand to the main hand and awakening seems reasonable, with perhaps a different or the same flame I personally don't really mind. They could do something with smashing together a C20 Kutum and a C20 Nouver and revitalize the Caphras market along with it.
