I guess I don't understand why Solare practice mode isn't open 24x7. Why would we not be able to play this during the day? What's the downside, the 10 solare seals???

Because people will not play it at night time and will complain that they wait 10-15 minutes for a game. Devs just prevented it. But since it is just practice mode, they really could make it 24/7.
