The current method of hiring sailors is obnoxious and serves no purpose other than to waste our time.

Let's face it, if I need to hire an Innocent goblin, I'm not going to hire a "Dreaming of a Full Haul" giant just because an innocent didn't spawn.

Suggestion:

Scrap the current method.  Get rid of "Sailor Contract Certificate".

Instead, add an option to every wharf manager to allow us to buy as many of whichever sailor we want for 3 million silver each (same price as the contract certificates).
