A while back BDO released a data sheet with your character information, and what percentile you ranked at each subject.

I havent seen one since, and would be curious to know what the community themselves think, as i dont have much of an understand of who does, and does not have full DEC Gear.

What would the general consensus be on how many people truly have 395AP with atleast TWO Dec Weapons?

PA announced that only 5% of the "active" (logged in somewhat recently, I'm guessing) playerbase qualified for Masterclass with 810 gear score. Hardcapped players (with 395 AP as you described) would naturally be much fewer. It is a little strange that given how few such players exist, so much content is designed for them, when the 5 grindspots with the highest requirements could simply have their effective limit increased to accomodate the players with 395 AP, allowing them to be good spots for players from 360 to 395 AP for example.

The latest numbers we have are from the calpheon ball. We know that 35% of players are above 750 GS, and 20% above 790 (Data taken from November):

For the higher Gearscores we have the information about grindspot popularity:

Image translation gives us Tenebraum at 13%, Zephiros at 7% and Orbita at 6%. 
Using the weekly quest requirements as orientation GS, we would have 6% at 825 (Orbita), 13% at 840 (Tenebraum) and 7% at 855 (Zephyros). Now, this is just how popular these zones are, not how many adventurers qualify, so it can always be that the highest geared players also grind the most, skewing the zone average. However, since some of the more popular zones like Darkseekers and Tungrad are also on there, it cant be just a tiny amount of playes grinding these other places either, espeically with PA reasoning that Tenebraum is experiecing some overfilling on KR apparently. 

So while we dont have exact numbers, we at least can be very certain that 5% being above 810 is likely very outdated nowadays.

I honestly never thought of it that way. Removing the 5% caps would help as well, i think. I used to argue that the 5% caps were a good thing, put in place because it keeps over geared players out of the mid game grind spots and allows enough room for mid game players to grow without fighting for any grind spots.

But, now i realise that once you dont "NEED" silver for gear enhancements(for me, that was when i hit 395AP and realized that, i dont have to grind the Edania zones anymore since i have everything i need) you go back to other goals, such as finishing the Treasure items. This is going to force me, a 395AP player, back to Dehkia Roud/Pilaku. Effectively taking those spots from midgame players from time to time. Just like i thought he 5% cap would negate.

I wonder if PA ever will take the 5% caps away. atleast for midgame spots.

Im not sure how accurate that is to be honest, i know alot of classes can grind below these recomended AP caps. Making the grindspots like Orbita, Tenebraum and Zephyros a bit over populated. I, for one, Was able to grind Tenebraum 40 AP below the cap and do decent. So i know i contributed to that %(unless those stats were taken solely from the KR Servers?) Ive been able to grind Zephyros if i wanted(didnt like the spot, so i didnt) ever since i hit 385AP.

So i guess we could estimate that roughly 1% of the BDO population is hardcapped at 395/460?

Im 802 GS and have not grinded in Edana at all. It doesnt interest me such risky combat and i just passively get upgrades really. probably plenty of players in my boat. 

Meaning that even fewer players are doing more hours at these grind spots really giving a false impression of the playerbase at those levels.

It's funny that other games (won't name them but those on top of the MMO's currently), constantly strive to produce new engaging content for casual players and those with mid-gear, while BDO delivers new content exclusively for those with high to high-end gear.

This approach is bewildering.

PA's business relies on players striving to progress. New content for mid game players isn't profitable, it just comes naturally when previously endgame content gets replaced with the next tier. PA put themselves into a corner. Hearing them complain about players reaching endgame too fast, but then handing out progression help indicate a lack of a plan or means. Not to talk about Edania being a creative disaster. 

They seem to now try another route by bringing life skills on par with grinding, to diversify the options, which is cheap as nothing new needs to be build, and may work unless they mess up and streamline it too much.

Before PA rolled out the new endgame content (in the form of Edania), they rebalanced old endgame spots, (like Ulukita and Dekhia 2 Ash among others), to become more chill grindspots, where (if you meet DP recommendations) a little lag doesn't get you killed, and you can listen to a video while you grind. The upcoming Sycraia Upper spot will be midgame (300 AP), so some midgame support is in the works. Edania spots are noted for being buggy and sweaty, thus making them hard for many people to sustain for extended period of time. Many players simply want a chill and profitable grind, and aren't motivated to push their gear if it won't make the grind more chill and profitable.
