I started using this guide:

to find the required NPCs because i was having trouble locating them.
Only one NPC not far from the entrance to Asparkan has a blue arrow above his head. I went to other NPCs in the guide but they either have no blue arrow, cannot be interacted with or are not present on the map.
I have completed all main quests except Seoul, and i was told by person in Black Desert discord that Ulukita and Seoul questlines are not connected so its unnecessary for me to have to do Seoul questline first.
I had a look at a video guide for the quest and it shows numerous NPCs with blue arrows over their heads.

The blue arrows are missing from my game for all but 1 NPC near the entrance to Asparkan.

I don't know how to fix this or get around it so i can complete the Ulukita questline.

Update:
Fixed it by restarting the Quest.
