tl;dr the developers made too many maps/modes and kill the mode themselves by splitting the already small player base, I proposed an easy fix to this problem, which is to cycle maps/modes every week instead.
1. Change Savage Rift to like RBF/BA, where a player can enter the mode from any channel
2. Reduce RBF channels to 3 no camo Castle Ruins, 3 camo castle ruins, 2 no camo Garmoth's nest, 2 camo Garmoth's nest
3. (MOST IMPORTANT) Cycle the racetrack every week/day/hour (this is up for the developers to decide)
for example, week 1: Mediah, week 2: Balenos, week 3: Calpheon, etc.
3a. Add Royal Fern Root as a reward to the horse race
4. upcoming dungeons need to cycle between the maps as well, similar to #3.
The reason, the number of players that participate in those modes is extremely small, instead of spreading out the already small player base for those modes (which will lead to its death (horse racing), it's better to group the players up and keep the modes active.
edit: for issue 4, the devs are clearly not listening with the latest patch notes

1. Make guild/party racing available
2. Allow races to have a minimum of 4 participants
it's not like the rewards are gonna break the game....especially the placeholder trophies! wooooo! something to be added at a later date, yay.

I really hope they take a look at the racing system and tweak it... its the "best" way to get daily mats and it's so un-organized and hardly rewarding with how hard it is to get participants.
