Learning skills

Not sure if it is just bad RNG or there was a nerf to horses learning skills. 

Back before the previous horse event, I was at Training Professional levelling Tier 3-5 horses, and T5 horses learn between 12-15 by the time they hit 30. I also get a couple of coursers.

Now I am Artisan 9 levelling Tier 6-7 horses which should have higher chance to learn skills (I also have the Pearl items), but instead I am finding that once they learn 10 skills, it is a very low chance that they learn any more skills. For example, Tier 7s hit 10 skills at about level 13-15, then stop entirely, maybe ending up with 12 skills (if I'm lucky) by level 30. And I get no coursers for Tier 6 let alone Tier 7. This is my experience after levelling about ten horses. 

Breeding event

As for this recent horse event, I don't have enough data yet. But in the last horse event, I was breeding Tier 1 to Tier 5s, and I got a few Tier 6s, with majority Tier 7s and T8s. Now I am breeding Tier 6s and got majority Tier 7s and one Tier 8. 

Why should it be a higher chance?  Yes your training level is higher but not by that much.  I mainly level T5's over night and have noticed no difference is skills learnt.  I am Master 14 Trainer, (Increases chance by 36.4% to learn skill)  Remember this is only an increase % in the chance to learn a new skill.

BTW, I Still have to use training coupons to make courser T8's.

Well I just assumed it should be higher chance since Mastery stat says so, they also claim higher Tiers learn more skills and every time the horse gains a level, it says "Your chance of learning a skill is now higher". 

Yet it seems every time I hit 10 skills on a T6/7 (and they hit them early at level 10-15 usually), they just stop learning any skills betwen 15 to 30. 

I found my T5 horses learnt way more skills consistently back when I was Professional. It just feels so inconsistent now.  =(

A couple of years ago they increased the likelihood of T5 and lower horses to learn skills.
