It's dead, like the mayority of the pointless, DOA content they put into the game for no reason.
It's not that there is no reason to add content like this, the problem is always PA doing it in worst possible way. It works for them on paper but reality is harsh for that and they don't want to admit mistakes and are pushing more bad things into already DOA content.
They are doing basic mistakes of game design
Oh and also they have no idea about "Keep It Simple ..." rule, often the DOA content is so unfriendly to users that most of the people are not even touching it.
The latest YAR card game would be awesome if only players characters would have any interaction like sitting at table with cards, but no it is a pop up window with some card game, no thanks, I'll pass.
The actual list of DOA content in Black Desert would require a separate wall of text, but I think you get my idea.

This would be really great, yes. I mean we already have the basic animation (when we sit to eat a Cron Meal for example), and plenty of in-game table textures/meshes to use. etc. etc.
In regard to horse-racing. There is a "Black Desert Horse Community Discord" (https://discord.gg/jmE6jAZARs), unless you have 4+ friends to race with you, I'd recommend trying there. There is a 'racing-chat' sub-section, keep an eye on that. This weekend there seemed to be quite a bit of racing going on on one of the days.

In FF14, Chocobo racing was dead as well until they made chocobo racing available from the duty finder menu. I imagine that people don't give two sheets about travelling to the most inconvenient location to race. If they want to add relevancy to much of the dead content they need to make it more convenient to access. I'm not travelling for an hour from oquilla's eye just to race
You do realize that you can access the "Old Moon Grand Prix" from anywhere on the map?
Open the menu, select the track and join. Still dead though cause there are plenty of other reasons...
Btw. still Season 1 - people just took the hint from PA that it is abandoned.

Or PA can simply add a solo race against the clock, if no one else avaible , you could choose this option , or add race against some NPC .

That is exactly how the one horse race works you can join from
anywhere from the menu. Someone hit the nail on the head earlier for whatever reason developers don't get how to properly provide rewards for activities. We are the point in games where people don't play for fun they play for the rewards. You make it so level 3 goblins grind for 500 million an hour the entire player base will be packed in there trying to kill a goblin and then whining on the forums "we need more goblin spawns".
You hit the nail on the head.
People want to feel it is a worthwhile time investment. Because this game is nothing but a time sink.
Korean MMO's think the longer you invest you will fall into the "Sunk Cost Fallacy".
Their entire game is built on it.
One thing they never account for in the SCF...
People realizing the worth of their time.
If it becomes worthless to put in time, because of little reason to, then people will just not bother.
Hence why the population has hit the low's it has of late.
There is not any content really worthwhile.
No events worthwhile...
The entire game is honestly becoming worthless to put time into.

A lot content in this game is dead, because PA doesn't know how to balance rewards an make an enjoyable progression system. Craft workshops dead content, Med grind zones dead content, trading dead content, hunting dead content, that XP quest in the north mountains of Kama dead content, harpoon fish dead content, smuggling dead content, Altar of Blood dead content, many of field bosses in the game dead content. In fact some of this content is so dead that I bet 90% of the game's population doesn't even know it exists in the game that how bad PA is at balancing rewards in this game's content.
see, ive only been playing this game for a bit over a year, almost 2 years now; and i agree with this. most of the extras in this game just dont offer anythign really compelling in a significant way to make doing it worth it.
