I may not understand all the fine parts of Black Desert Online, but I do understand corporations. Recently there has been a surge of huge conglomerates buying up these MMOs for ludicrous prices. Recently Swedish conglomerate Embracer Group, who already bought up GearBox, is buying Cryptic Studios for $103 million sale in February. Xbox has announced the planned purchase of Activision Blizzard for $68 billion.
If I owned such a property, I would be salting the mine for the potential sale. Pearl Abyss in the past has purchased Eve Online and might have their sight on other properties to acquire such as the Guild Wars franchise or something else entirely. While I don't share any of the conspiracy theories, the objective of all these gaming companies is to make money. After all, you don't go off to work with a smile on your face and say, "Today I should work without pay! That would make my boss so happy.". They also desire the vast majority to have fun, because there are too many avenues to pay someone else for the fun.
If you want a premium service, there will always be a price.

Fun fact: xbox will never gonna make the money they spent on activision back from them....

This is due to competition between Pearl Abyss & NCSoft. Here are the details to help you decide who is winning.
You might think this new server is a bad idea, but get the full PVP details before you commit to an answer.
Current Event!!! Play daily and gain keys for special rewards. There are 3 categories of prizes. 1-3 stars. This is actually a nicely designed event in the sense that you can save up your keys for a rotating 3rd star prize.
Now lets get to the good stuff. The real competition:
According to the official forums and in game timer you can ONLY turn in the quest items for 4 hours each day. (Ok why? this isn't good).
For NA servers the time zone isn't adjusted so you can ONLY turn them in during the middle of the day (LOL people with responsiblity and jobs)
Sound like Pearl Abyss is still winning? Here is where it really gets GOOD.
The 4 hour window is false advertisement and there is a global amount of limited items that can be turned in. So that 4 HOUR window is actually LESS than 5 minutes already lol. So you can EARN the event items, but you can only turn them IF your lucky for a few minutes each day.
A special appreciation to all the whales that make this possible. We couldn't get such low quality products without you ;)
Now, do you think Pearl Abyss really has a chance to win that war?
You really think the whales with 700 GS and up care about this? Better yet, you think the no-lifers that sit at the computer 24hrs a day playing BDO asked for this? People asked, whined and moaned for a PvE server ( Just like what happened with the creation of Arsha servers) that they could group up with friends and family and this is their interpretation of what was asked by the community. I could be wrong in regards to my thinking about this but I think this was a strong waste of development resources and time since implementation could have been done in a much better way ( This is a lazy/bandaid fix).

Games like BDO don't exist without free players. If the payers have too much advantage, the free players will leave. Then only payers will remain, who will not have an advantage over anyone, i.e. they will not see any sense to pay. So they will stop paying, or more likely they will also go away.
To be honest, no one plays for free. Did you get your PC for free? While I junk picked many parts, it still required time and effort on my part, time is money. Playing "for free" is an illusion. From the extra electric to run the computer, to the bill you pay monthly for internet access, all of these items cost. You can only state, I never paid Pearl Abyss any money to play. I can't say that, the first thing I did was pay $ for pearls. I will buy more in the near future too. I discovered, there are many people who assume, other people, do as they do. I pay for things that I like doing, I like playing Black Desert.
