There are 4 types of cutscenes found in games, and these types are best described as such:
Cutscenes that cannot be skipped, this should indicate an important event for the player to remember. These cutscenes are rare in modern video games and are generally avoided in part thanks to the instant gratification era. This method acts as a penalty feature for games where players are expected to replay at least twice.
Cutscenes that can be skipped, these cutscenes have the option to be skipped or watched in its entirety. In general, modern video games permit skipping cutscenes as an option.
Second Playthrough skip, this is when cutscenes can be skipped on the second playthrough. This is a unique twist where developers can showcase their story and hard work while giving the player the freedom to skip it the next time around. This method occasionally is implemented in a game and acts as a reward feature for games that are replayed at least twice.
Interactive cutscenes are when the player is involved in a cinematic sequence. These usually cannot be skipped and have dynamic elements that require player input.
Should players be allowed to skip in Black Desert Online? In my opinion, yes -- however! I do think that Second Playthrough skip is a good choice as well. The reason why I believe skipping cutscenes to be permissible is because this game essentially requires you to create multiple characters. It's not a hard requirement but a soft requirement where you would be a fool not to. But by forcing players to re-watch so many cutscenes for each and every new character is not an enjoyable game design. It's a penalty where players feel overwhelmingly powerless and frustrated over it.

One other option that already exists in game: opt-in cut scenes on replay. By default they are off, not on.
If i could skip it, wouldnt care that it exist, I wouldn't comment this. But since PA forced me to watch this crap I hate it and I want to complain about it.
