Indeed this is just bad luck and there is nothing wrong with the drop in Tshira. In my case sometimes I had from 1-3 pity pieces dropping per hour or sometimes not even one pity piece. As this is completely RNG there is not much that you can do, just have a bit of patience (also don't forget the weekly quest) and eventually you will complete the pity pieces or get the whole part of the potion.

 

Also @Kynreaa I deleted your post as you are promoting misinformation about the RNG mechanics of Black Desert. The RNG is not tied to accounts and has nothing to do with spending habits.
