The Complete List of Missing Shai Costumes in NA/EU
Together as a community we have compiled a list of Shai Costumes missing from the Pearl Shop in the North American and EU servers. We are petitioning for these items to be added for purchase. Additionally, some quests related to obtaining certain costumes are also not available in these regions. Please consider adding them!

Missing Quests
■ The following quests appear to be missing outside of Korea:

Missing Instrument Sets with Costume?
■ These appear to be legacy instrument sets which were dropped suddenly during the public test of the Shai class during its initial release. I am keeping this here just for documentation.

Please Enable these for our region(s)!
■ These all look very cute and our wallet would open once more if they could be made available.
We have so little selection compared to other classes and yet these items already exist and have been available outside of North America. Please gradually release these as soon as you can, they are amazing!

PLEASE NOTE, as Ells noted, the Ragged Farmer Clothes are already in the game but they are named differently. They are called [Shai] Florin Cook's Clothes.

La Orzeca is not shop outfit lol. You have to grind hundreds of hour to collect materials to make it.

Thanks for clarifying, it's been removed. bdodatabase wasn't giving any info about it for some reason. I feel like that's the nouver outfit. lol

Nouver outfit is called Nouverikant.
Also Glorious Arsha weapons were given only to winners of Arena of Arsha PvP tournament. So also shouldnt be in a list.

Wow, I didn't realize we were missing so many Shai cosmetics :(. A lot of these sound really cute, and hopefully we can get them too!

Came across this post after opening an underwear box for shai and was confused to get something I didn't even know existed. Did some digging myself:
The Dumpling Headset is always available
The Cozy Snowflower Hat, Camellia Wreath, and Fragrant Blossom seem to have been available for all female classes. I'm seeing SEA patch notes mention them in January 2021 and Console notes January 2022. I feel like I remember seeing it earlier this year as well with all the other hanboks. It could just be seasonal. This is likely the same for the White Bunny Ears, which are usually found with the Dangerously Adorable underwear set around Springtime.
I managed to find a picture of the Frostbite Outfit, it's almost the same as the Snowflake Outfit. It has sheer white tights with silver snowflake embellishments, as opposed to opaque silver leggings.
The Arken set is kind of like Blanchard; shoes, helmet, gloves. It seems to be for all classes in SEA but it would be funny to see Shai in a full helmet, like with Tantu!
Some items you've missed:
[Shai] Chef's Hat (Different than Canpe Hat but does mention set effect if worn with set?)
[Shai] Star Candy Glasses (exclusive to Shai, super cute and apparently came out this April in Korea?)
Design: Valencian Noble Dress - Shai (this design as well as the two you mentioned had been teased since the start with the other crafted Shai costumes so it may just take time to come out!)
I also noticed Design: Serendian Soldier Armor - Shai as well as the costume itself; [Shai] Serendian Soldier Armor (which is different than the Beginner's Serendian Soldier Armor. I checked the costume mill but don't see it, it's possible it never made it to the game.) To me though, Shai's Beginner's Armor looks more like the other classes crafted Serendian Solider armor opposed to their Beginner's Armor so that could be why?
It looks like the instruments would go in the cosmetic slot for the Sol. The Codex mentions a Sol for both Desert and Treant Camouflage. However, their icons as well as Twinkle Star/Whimsical Alchemist "instrument", and Marigold Sunset Tute have no image which likely indicates tests/unrelased/etc. I don't know if other regions have it but at least in NA/EU there is no such pearl slot. Perhaps these are remnants of something that didn't come to be?
The Swimwear doesn't have an icon either, maybe that hasn't released yet either? I found it in an image of the other undergarments as well as the Fluffy Bunny Hat.
