As you can clearly see from the picture below, the access restriction to lifeskilling mastery tools is adding a new layer of fun and excitement to anyone who'd be tempted to take advantage of the new seasonal servers' benefit...
Unless, of course, having no means to improve that mastery locks one out of both the gatherables such mastery would provide, while also adding no benefits to compensate. I mean, butchering hunted animals doesn't give seasonal materials like normal gathering does. And to be unable to even obtain 2nd tier of materials until Master 13? Is that fun? Is that rewarding?
Was this... planned? Undoing the QoL improvements that have been added to lifeskilling over the patches? Or it just failed to come to anyone's attention that some lifeskilling activities are heavily dependent on masteries?
Oh, well! This could be sorted out fast, by either removing the restriction ('cause no, taking advantage of masteries won't break the game's economy) or by adding a 400 mastery buff to the 30% life xp on season servers. Or it can be done slow, by adding a Tuvala-like lifeskilling gear that still offers masteries comparable to at least tri Manos.
Or at least add seasonal materials to hunting monsters too, while not ignoring (again) the mastery restrictions for loot.
Horses are slow, to the point where it's almost pointless to use one - especially the rented one. Hunting is worthless and gathering... I don't know. Isn't someone wearing mastery gear getting better drops and, by extention, better xp and a better lifeskilling experience overall, making the... seasonal benefits </sarcasm> pointless?
