Suggestion:

One of the forum flashpoints at this time is what to do about red players.  Before, a "Sherrif" system was entertained, namely players checking other players, but that can easily be abused.  Now, there are already NPC bandits prowling the roads seeking to kill traders, so why not have NPC bounty hunters, prowling the roads seeking to kill red players?  After all, there are already tons of NPC soldiers patrolling the roads making them appear "safe", but perhaps they can have a more practical function.  Also, it would pose an interesting challenge to red players; if thy happen to kill a bounty hunter, perhaps a big reward awaits them at Muiquun?  Also, if the roads and cities of the open world were far more hostile to red players, the Desert, which is supposed to be a safe zone and the primary haunt of red players would probably become more the haunt of red players.  And since the world is growing ever larger, and I meet other players in the desert twice a year, perhaps there can be a new red city in, say, O'dyllita?  That region is chaotic, so it could be a suitable haunt for red players as well.  The Ahib castle could be their base.  Anyway, some ideas.  There is a lot of merit to how the game works at this point.  But the Karma system seems to be too lenient and not really what karma truly is.  So, perhaps NPC bounty hunters can be a solution.

I can only speak for EU but the amount of actual red players is so incredibly low because of how punishing red gameplay is and because of how there is 0 reward for being red that i truly dont understand why players are so concerned about red players in the first place. I cant even recall the last time i have encountered an actual red player and if it happens they are usually fairly unknowing players with very little gear since no actually geared player that is aware of how the game works would ever willingly play red unless they are absolutely insane.

I think people often mistakenly talk about "red players" when what they really mean is players that decide to make use of the flagging system on occasion while maintaining positive karma. 

Besides, since being negative karma is a result of PvP actions and is a PvP system it should if anything be dealt with by another PvP system like player driven bounty hunting or law enforcement - not by some PvE mobs. Not that it REALLY matters though because as I said unless something drastically changes about the karma system or being red in general it is not worth it to develop new systems for/against it since close to no one is red anyways.

I would like a personal kill list.

Someone Pks you when you are life skilling and runs off you add their name to your kill list. Then, when you are in the world travelling in your regular gear, instead of them showing on the mini map as a white dot they show as a red dot so you can revenge kill them.
