As someone who loves exploring MMOs as much as possible, this bothers me to no end and I know on a business side of things, going overseas is the best decision but I personally would have preferred finishing the current continent before moving on to the next. It drives me mad hahaha!
In the past I "glitched" my way past certain points during kakao's time without being teleported back which was just using mountain ledges and climbing through the invisible walls and had the luxury of exploring certain unseen regions until I couldn't go further. I honestly don't know if this is against the rules of the game, haven't done this in years though but it's tradition that I do it in every game I play. But it's because the land is there but can't go to it and again, there's a drive inside of me that wants to explore it so bad. It's been so many years now.
Anyway, I am still looking for a party to do the Atoraxxion quests, nobody seems to want to do it :( but one day I will! Until then this is what I think it's like on the map. If I'm wrong, please correct me, I'm pretty interestested.
Then there's this mystery spot which I think might just be a mesh error, but it's been there since the release of the game
Attoraxxion is not tthere. In bdolytics you can see where it is, which is south of Valencia. That area is Southern Mediah.

Since the begining thier release half a region and complete them way later.
Star End is literally a spot from calpheon that pop up from a unused zone after 4 years.
This nothing wrong with having Part 1, Part 2 ,Part 3 of region. would be even more stupid to release completely empty of life areas.
We still dont know where the Saunil that are in war against calpheon come from. lel
the point is these regions are already half complete as is the case with mediah south which apparently has towns, roads, castles already in place just half complete since pearl abyss ran out of time or something when making mediah, I have not seen this personally but I have heard about it
I think there are enough teasers in game currently to confirm that they're definitely planning on releasing some of these areas in the future - i.e the mountains past EW and the area north of Valencia. I do truly hope that they return to southern Mediah someday though, that's one that I've been waiting on for years as well.

I don't think this is a problem so long as these regions will arrive in the reasonable future and the storyline/activities in them are worth the wait. When I first saw these unfinished regions on the map I was reminded about Elder Scrolls Online in which huge sections of the world's main contient are not developed yet. Though the rough landscape of these BDO regions are in game (not the case in ESO) I still accept it similar to how I accept ESO's missing regions.
As a part of a larger region development PA could also finish another region and add questlines involving those regions. For example, what if to get to the Land of Morning Light, as a part of that questline you would first have to explore in a developed Southern Valencia? Then in the story get a boat from there or something. This would be a way to finish some regions while also offering bigger ones. For Mountain of Eternal Winter I initially though we'd get Southern Mediah and climb into the mountain from there, following the main questline. We instead entered through Drieghan, which wasn't too bad either.
That said, I was disapointed when MoEW came out and the main/capital city was really just a village. PA should expand the region in the future and they better have a grand mountain city somewhere in those mountains! In the MoEW questline we are even lightly teased about that lies over the mountain.
And a suggestion for the (maybe) lazy developer: few things in fantasy or games have wetland (marsh, mangroves, bogs, places that are mosty grass and water), tundra plain, or steppe landscapes. It would be unique of BDO to offer such regions. I know people don't like the desert for being vast and empty but there must be creative ways to make these landscapes work. I would not mind it!

reason for incomplete regions is pearl abyss for some reason has a history of taking on more then they can handle and would promise all these new areas for an expansion then have to scrap it since they dont have the resources to actually develop it within the alloted time frame, Mediah was supposed to include Mediah south and allegedly at some point it was apparently possible to get past the invisible wall and see lots of half complete areas, towns etc although personally I have not done this. Clearly Pearl Abyss had good intentions to complete these regions but time constrictions prevented the completion and they instead went into development hell and ended up in a pile of low priority development where they only get looked at when nothing else is needed to be done. Unfortunately lots of developers suffer from this issue its just way more obvious when you have a game like black desert where its all one world without portals so they are unable to just disconnect the area from maps and the servers like most mmos can.

the mystery spot might be an area for GMs to use could be a jail or something idk
Attoraxion also has a solo mode now so you no longer need a party for it
