I completed Calpheon. Started the Qualities of God questline. On the quest "Another way through" It tells me to find Hakkon in serendia Shrine. When I talk to him disguised up the questline doesn't advance and he only says generic dialogue. 

I tried skipping to Mediah but no other questline will start besides Kama area. On a season new player. 

Edit Fixed. Basically Hakkoon in his white clothes wouldn't appear at first. Standing next to Kzarka guy

Does that NPC only appear during certain times of day, perhaps?  I didn't think he was one of those.
