Change the way C7 buffs work.  Rather than having them turn on instantly, give the player clearing an item like the XP bells in the C7 reward bundles that have a 3 hour buff.

Right now when I clear a C7 rift I have to waste 20 to 25 minutes getting to my grind spot, and hope no one is there.  I can't just "Swap" servers until I find one, because the whole reason for doing the C7 rift was to get a drop rate buff, the other buffs are meh.
