Nerfed Shai Bubble - Rebalance Heals

I will keep this short and sweet. Shai bubble got a massive nerf, Shai's heals weren't rescaled like most other classes. PA, respectfully, wth? Fully aware the class is just a meme to you guys but some of us enjoy playing the class and slotting into an actual pure support class role. Disgard your changes to Shai bubble and scale our heals as you did with other classes.
