Content in which Player versus Player (PvP) behavior is sanctioned in some manner, whether it is by an event (e.g., Arena of Solare, Red Battle Field, etc) or commonly practiced  without a loss in Karma to a player that is "expected" behavior (e.g., Ashra, the new PvP Season server, etc.,) is not considered "disruptive " to gameplay.  Occassional encounters on regular servers where players might expererience "forced" PvP might also be considered expected behavior as Black Desert Online is PvP in nature, and is hence a part of the game play experience.  However, when PvP by repeated forced engagements prevents a player from playing the game in an enjoyable way, that results in the player having to leave the area, preventing the player from completing an objective or forced PvP is continued despite one player requesting it is stopped, it may be considered "disruptive to gameplay."  This is a condition that applies usually when PvP behavior is not generally expected such as on regular servers but not in a PvP event or when forced PvP does not result in the loss of karma.  Elsewhere where PvP is disruptive to gameplay, when it does happen, can be subject to investigation by PA when complained about (e.g., submitting a service ticket, etc.,) as to whether an incident of forced PvP is disruptive to game play.

In accordance to PA's Terms of Service (ToS), disruptive gameplay is broadly given as follows:

Disrupting Gameplay  

1) An act of disrupting the normal gameplay of a specific member or several members by maliciously using the game/operating system 

2) An act of constantly bothering or harassing a specific member and disrupting their gameplay   

   

※ Depending on the severity of the issue, the Company may forcefully disconnect the user from the game and also give additional penalties. 

The generality of the description to what is considered as "disruptive gameplay" allows for PA to investigate each claim that is made against anyone alleged to violate this ToS.  Therefor, any player willfully engaging in forced PvP should take notice.  So called "red players," "griefing" when complained about to PA will be investigated and if the PvP incident is determined to be "disruptive gameplay" it will likely be deemed as a violation to PA's ToS and the offending player subject to sanctions.

In my opinion, flagging up and killing others should not be a violation.  Chasing them across servers should be.  Most red players don't follow people around.

And your opinion on a red player jumping every single server to kill every fisher that's just over the red zone at velia fishing spot? 

Also, some of these reds have been spotted "bumping" fishers from the safe zone into the red to kill them.   

While it's not killing the same player across multiple servers, it's complete gameplay disruption.

And yes, red players used to server hop to kill whale and rawr-rawr hunters, until PA decided that was considered harassment.

They don't kill players at random.  Some perma reds camp at WB and on specific servers and if they see a player that they killed before they will kill them again.  It's bullying.

Yes, but again, not every red player does that.  The desert is/was set up to be a red-player haven.  They don't linger there because PA let the desert become dead content.  Muuiqun is a red city.  Guards in every town chase away reds.  Yes, this is a game, so they are not supposed to target and harrass specific people.  But, anyone AFKing in an unsafe zone is toying with danger....  And plowing into rivers auto-sprinting because of faultly auto-pathing....  Or bumping into that stray weasel on the road that stops your horse..........

This game has AFK mechanics that offer a convenience..... but one we can't take for granted.

So, it seems that there are four groups you want to talk about: PvPers, within which are some casual reds, who may kill AFKers, some perma-reds who may kill AFKers, and those that target and harass people and break terms of service.

This world is full of gray areas........  how red players interact with non-reds is one of these.

Bullying must stop, but getting killed once in a while as you AFK is not being bullied.

Ifind it realy sad that this is bullying...Few years ago it was just gameplay. Players getting realy soft. I guess soon there wont be PvP at all..hell even multiplayer will disapear cos someone may be offended to see other playrs...
