Why is the agris essence on IV FG so insanely unfair when compared to nearly any other item?

In devs opinion people use 200fs on average for enhancing tet fg. 4% chance = 25 attempts on average, 25x2 = 50.
The same weird pity is for pen debo. In devs opinion people use 200fs to enhance pen debo, when actually we used 280-316fs and pity should be 12-15 +-
