Why do some of my chars get inventory expansion quests doing LOML part 1 and others don't?

I've been running this questline on all my alts because i'm trying to get the LOML part 2 bosses to S and at least half of my chars or more are not getting those quests form the black spirit. they are given as you go through the LOML 1 questline normally.
This is really annoying. As well as inexplicable. The only thing i can think of is some of those alts havenT done most of the other main questlines so maybe it's linked to this but if so it's weird.
Does anyone know what's going on?

This. You only get so much free inventory expansion per character. Typically the BS gives that out as you are starting out, wherever that happens to be. There is some more under the suggested quests that all characters can do.

I've only done the LOML with characters that have completed the mainland questline and I didn't get any inventory expansion quests there that I can remember, so that might be it.

yeah ok this makes sense. Yeah so he basiclaly gives them out as you do main questlines no matter which one you're doing.
