This is standard for PA, release a class then dribble out the most basic of the outfits for them, there is no reason a new class should'nt launch with at the very least all of the functional outfits, I mean it's pretty bad that they give away a free 7day outfit splat fishers box that people can not even use on their deadeye.

Yes, it's very irritating. Especially when they release a new class and have outfit boxes that you can't open...love it.
As for OP wanting the Venia Riding Set, I'd rather Deadeye get a western themed riding set as that would fit her overall theme more. It'd look kind of weird having a Wild West themed character from TEXAS riding around in an English riding outfit...but that would fit Pearl Abyss' logic these days sadly...
