Part of the reason I feel like Node Wars is dead is because in order to participate, you have to leave whatever guild community you were in before to join a guild that explicitly focuses on Node Wars. The barrier of entry for a small new guild to participate in Node Wars is very high. Getting the amount of people for a full team is very difficult for those who aren't the big NW guilds that actively cull their members and have a constant flow of people ditching their old communities to do NW.
I suggest adding a matchmaking system for smaller guilds to be grouped up by the system into teams seperate from the alliance system. There would be some guild fund reward penalty to this system (to prevent this sytem from being the optimal way to do NW,) but the personal rewards would be the same.
Guilds would opt into this matchmaking system during NW sign ups, and be placed in a temporary alliance with other guilds who also signed up.
When signing up, the guild would have an option to select between "Prefer to be the lead guild" and "Do not want to be the lead guild." The system would do its best to create similar player count teams and would only factor in people who marked themself as "Node war participation: Yes" through the guild menu as normal. The guild with the most participating players that marked itself as "prefer to be the lead guild" in a given team becomes the lead guild, and is given a MotD style text box where they can provide links to external communication tools (discord, teamspeak, etc) and type out any other information they wish.
The system would do its best to create teams that have as close to max available team size as possible, and it will not create teams that have more than 5 players who sign up but are unable to participate due to team size limits. It would prefer to create slightly undersized teams to oversized teams.

On another topic though, you might wanna grab another small guild and maybe try out building an alliance.
If the other guilds team up against you and gatekeep you from participation requirements, you get no rewards, this reduces the interest small guilds have in participating in node wars. Making participation be only based on kills and deaths, not requiring anything else would be helpful for increasing interest in trying node wars. Overall rewards are too low as well, and trace of thunderbolt is only for uncapped/siege.

Been trying this for a while. It's simply not feasable for most guilds. Alliances would at least need to be doubled in max size for small want-to-get-into-nw-but-not-explicitly-a-pvp-guilds to be able to manage to form full teams and have a chance at not getting locked out every single time in the first few weeks.
so you want to change and entire guild system, rather than just joining a guild that has people who want to war? if your guild cant field the numbers find an allaince who can and supplement there is no barrier except laziness plenty of small pvp based guilds around, if you dont want to leave your guild thats fine, plenty of merc spots if you just reach out. or stay in the guilds disc and join the pvp one. so many options than just screwing up what little node war system we get to enjoy

No.
There are no changes in this post, only additions. The point of which are to allow small communities to NW without having to make sacrifices. BDO is an MMO. MMOs are social games. Social games should be about communities.
For your existing well organized alliances this will make some Node War fights easier because you'll have additional teams to fight against, most of which will be less organized than trash tier t1 guilds.

This idea could already utilize existing systems, we have it for War of Rose's already.
The issue is most players are in a guild they created at some point in time with there friends. The guild i am in is similar to this, we had at one point around 40 active players with a core of around 15. Do to all the super negative changes and attitudes tward any focus on PVP over the past year and a half it has driven a lot of players into long term hibernation.
We are currently down to around 4 or 5 players active in a 98 person guild, I am not interested in leaving to a NW,Siege dedicated guild do to the time requirements and PA vision/direction gives almost nothing in return for my time invested.
Most Siege/Nw guild leaders and officers spend 3-4 hours a day prior to fights.. between planning, politics, motivating members then we get an hour to 2 hours for a fight then 2 hours after listening to everyone complain and doing debrief. All of which PA has completely overlooked when dealing with compensation.
Need to get to a point we're there is a pool of players and fights are based on pre selected sides or factions this will allow everyone to participate in fights that take politics completely out of the equation.
These fights need to happen more than 1 time per day and or allow it to be continuous over a longer period of time. Rewards would be based on kills or anexes destroyed and participation.
If on guild only has 5 members involved but they stay in it for 5 hours and also get highest rankings you get notoriety vs a large guild that sucks but has numbers.
