Reduce Caphra stone price because it is more costly to c10 a boss armor than buying a God armor from market 

Caphras stones are in a good place.  There isn't too much supply to min price, nor not enough to max price.  

Caphras is supposed to be expensive.

They don't like you skipping the roulette system, so you have to pay through the nose for guarenteed success.

Hard work isn't supported in this game.  Dumb luck is PA's go-to rule.

PA doesn't directly control the price of caprhas stones, they let the market dictate what they sell for, if someone preorders at max price the next price adjustment will raise the price of the item, if it sits on min listing for whatever their arbitrary amount of time is, the min price will decrease.

If you think the price is too high don't buy it's that simple.

Progression gets much rougher late-gate when it's cron-based, rather than caphras-based. At least you can grind caphras, get them from dailies etc. For crons, you have to pay vast amounts of silver or RL cash.
