Currently hybird build on some classes has insane value to a point where they become too tanky for damage they do. I'm pretty sure this hybird build will be new meta right after you nerf dr stacking, so to get ahead of the curve this is my suggestion to you.
1) Color Guide
Colors should represent certain types of powers;
Red = ap/human damage
Blue = damage reduction
Green = evasion
Yellow = pve/monster ap
Follow the same guide to apply all other crystals, perfumes, khalk etc.
Color guide would help to new players greatly

2) Hooms
Remove damage reduction from green hooms turn them into evasion only, slightly buff the evasion that it gives.

3) Haetea tear
Remove evasion from heatea tear, color it to blue.

4) Crystal of bitterness
Remove evasion from it, keep the blue color.

5) Macalods
Change it's color to be red, remove experience, add 10% down attack damage with 4 macalods in.

Change it's color to be yellow
Each Gervish would be giving
5 Monster ap
25 Weight limit >>>>>>>>>>> All these together would be 20ap, 100 weight limit, 4% special attack damage, 4% resistance.

4 set effect would be
15 Monster ap
100 weight limit
1% special attack damage
1% resistance
so in total with 4 gervish stats you should be gaining :
35 monster ap
200 weight limit
5% special attack damage
5% all resistance
Pve/monster ap<<<<<<<<<

7) Bongwang tear
Increase ap to 10
Increase accuracy to be 16
Change 0.5 all special attack to be 5% down attack damage.
Keep the ignore resist
Remove everything else.

8) Special rules
Remove 2 set effects.
Do not allow more than 4 hooms. also do not allow evasion and Dr hooms to be go together
Do not allow macalods/gervish together.
Do not allow more than 2 bitterness. also do not not allow 1 dr 1 evasion bitterness
All these rules are to not allow future classes/builds to work with Hybird build.
I think only Gauntlets can meaningfully rely on hybrid builds. They have too many evasion buffs to make it work. I don't see any other class pulling it off, really. Before doing what you said I think it would be better to tone down those evasion buffs they have a little bit.

Hybrid is overall weaker then going all 1 defense there's a couple classes that have passives that allow it at very high gear scores but honestly accuracy very easy to build in comparison to more AP to cut through all the DR.
I've tried both DR and evasion and hybrid on awk ranger i can tell you hybrid is a wierd inbetween I don't really like to run as its countered to easy by minimal accuracy, evasion is stronger for defense and DR AP monkey is overall best for damage
As someone said above its an issue of specific classes passives not the stats themselves.

But, also give us more free crystal slots in inventory...
Post Kharazad, we're running extremely tight, having to extract crystals all the time (And I dont even lifeskill).
If we got this amount of diversity in crystals we'd need more slots.
I tried not long ago with Ninja he has some evasion buffs, and using the evasion shuriken (C20), my experience was that my damage dropped a lot, and I still got killed practically the same. Very minor difference. I've seen some Musas doing it with a bit more success, probably because they have good damage and maybe Hasashin could go for it after the buffs, but not sure if it’ll make that big of a difference.

Are you basing this off the fact that you run this build or what? Sage is an eva class and can run the eva offhand for maximum effectiveness all the same as other eva classes, but he doesn't get tanky on dr. Only such hybrid class set in the game right now is Striker/Mystic, and we all know everybody wants striker to get hit with a nerf hammer. Idk, man. I can make a 305 eva/accuracy build that kills up to 630ish dr and 1250 eva pretty easily while maintaining close to 1300 eva myself, and I play a lower damage class. That's also just on the lowest end of ap if I'm forcing accuracy in. I can slot way more ap/hd and be close to 900 pvp ap while keeping that 1300 eva. But it's not like I'm crazy tanky either, unless someone runs full ap. You slot 2/3 acc crystals and I become easy to kill. I think the real imbalance comes from 6 dr crystal rock builds on bulky dr classes.
I do think they should look into limiting how many dr/eva/acc crystals you can slot in at once. Maybe make the defensive gains diminishing returns while ramping up offensive stat loss.
