Let us use the Oceanbound Otter Fishing Rod on a Panokseon

Suggestion(s)/Comment(s): The newly added Otter Fishing Rod should not be exclusive to Carracks
Details: There is no reason why the otter fishing should be only available for Carracks and there is no harm making it available on a Panokseon. Is it supposed to give people (even less) incentive to use that boat? These kinds of features should be available on all of the big boats.

Panok is harder to get than the other big ships, however it is weaker in various ways. This should be fixed, panok should be strong for ocean combat, and able to use oceanbound fishing rod.

I understand the reasoning is probably because Panokseons are rather high boats, but since this is a game it shouldn't really mater...
