I was watching BlueSquadron's YouTube video on The State of Black Desert in 2025 and why the active playerbase is dying.
One of the things he highlighted is the issue of AFK fishing earning 1bil per day being sufficient enough to maintain costume preorders. This results in a really passive playstyle until eventually players quit as they realise they are no longer actively playing the game and instead are just leaving their PC on for no reason.
If you could buy vendor crons at the same silver value as you get with outfits then players would have an incentive to earn more silver than just 1bil per day. They could make solid progression without feeling crap that 30% of their silver has been taxed from vendor.
This change is long overdue and with the sovereign/kharazads requiring a huge amount of crons, it is now necessary.
Whales will continue to whale and PA should worry about the longevity of the playerbase.
Edit: Additionally, there is more money for PA in active players buying value packs which we need for selling monster drops. We don't need to buy VP for inactive play selling fish.

PA making no money if more and more people are just AFK fishing and then eventually quitting the game altogether.
I don't need a value pack to sell fish. I do need a value pack to sell grinding loot.

Maybe make it 90% then to make sure there is still more demand than supply.
Even at equal efficacy, whales will still whale, because they don't have to grind silver. They don't whale for the bonus they get, they whale because they don't want to grind. And people will still buy costumes regardless.
Progression is excessively costly, apart from that it has limited effects on the overall gameplay experience, PA needs to fix the overall progression cycle to give it more purpose and make it more realistic.

Yes, crons value is massive problem. Especially for high end. I wish devs earn money on a quality of product instead of grifing players. But if they removed character slot expansion from loyalty shop that is super important for new players and they think they will earn more money on character slots, then what do you expect from them? Their policy is a catastrophic failure. If they listened to the EU/NA players ( a few skilled players at least ). EU/NA are their main source of income, by the way, twice as much as Korea. Then they would be the most successful developers. I am very sorry that a game with such great potential is simply lost.
