Insane fishing challengers braving storms and monsters of the Great Ocean. Maybe an aquatic camouflage outfit that works with this as well.
Could be modeled after natural sea-horses or Poseidon's, which are literally horse-shaped, but are of the sea itself, crashing along with the waves they are both created from and create.
Also enable underwater diving mounts. Biological and mechanical. Tiny adorable submarinelets bubbling underwater, or sleek diving torpedoes, or brave mounts who can withstand any depth for any duration.
Again, purchasable for silver or pearls, or even rented for CP depending on level of mount.

I can see only 1 singular problem with this.
Since we saw the real world town inspiration for Heidel, and looking at the structures inside, we can assume that human characters in bdo are probably around 8-10 feet tall. Seahorses at the largest are around 1 foot tall. This would surely injure the seahorse :(
