[Suggestion] Standardize "Mount Gear" Enhancing

Suggestion(s)/Comment(s): Standardize "Mount Gear" Enhancing by applying the boat gear enhancing rulese to horse gear.
Details:
As it currently stands, there are different enhancing rulesets for different mounts. The difference between horse gear enhancing and boat gear enhancing is night and day.
Boat gear: Cannot be cronned, does have pity, does NOT downgrade, CAN be force-upgraded to max if you really wanted to.
Horse gear: Cannot be cronned, does have pity, CAN downgrade, CANNOT be force-upgraded to max if you really wanted to.
Anyone who's ever made even a single piece of +10 horse gear, especially recently, will tell you how "unfair", frustrating, and outdated it feels when compared to other pieces of gear. The inability to use cron stones feels like a relic of the past that the developers have genuinely forgotten to update, especially when they have made strides on other pieces of gear by addeding the ability to cron them where you couldn't before, as well as more lax enhancing rulesets.
I believe it is time that the same happens to horse gear, by making it so that it has the same "no crons, no downgrades" ruleset that boat gear has.

Totally agree, we should start times of unification for everything (it will also be simpler and more new player-friendly to remember just one set of rules for certain gear type (armor+weapon/accessories/transport gear(ships/horses/wagon)/etc) rather thank trying to remember separate rules for each of them, make it simple, PA:)
