To prevent people just gathering up higher level horses make them random till you actually register them. This will encourage constant cycling of wild horses and allow everyone a chance to occasionally catch a better horse

This + make the chance for better tier dependable on your training level.

Did you seriously just request more pointless RNG in a system that already has heaps of it?

Do you realize how much of a PITA it is filter out the garbarge "red" dominant coats to begin with?

Your suggestion wouldn't even have the effect you hope for, it'd just guarantee that people would constantly mass register every horse available, resulting in all but the most hard to reach capture spots being permanently empty.

For a more sane suggestion, how about we just increase the rate of availability.
