Other than the "Great Expedition" quests, are there any specific quests that unlock the ability to drop the Tranan Underfoe First Mate item?

I'm losing my mind grinding crocs for this guy. I've killed sooooooooooooo many of them without dropping the item.

it no better then trying to get the drop for First Mate Cleia it all luck
