Can I finish the quest "Justin's extraordinary discovery" BEFORE starting [Justin's return] [Olivia project] questline ?

The quest description says "Quest cannot be completed while "etc,etc" questlines are in progress"; but "Justin's extraordinary adventure" appeared in my quest tabs/black spirit once I hit level 51. So if I don't start those prerequisite quests yet; will justine bartali npc be there for me to continue "Justin's extraordinary adventure" quest??

As I understand it, that's correct, need to clear all the questlines first, before you can collect the reward.

The way I understood it, the NPC will disappear if you actively proceed the questline. If you haven't started it yet, you can receive the reward (since I haven't done the quest yet but got the reward I'm pretty sure about that), or if you finished it. You only cannot proceed if you have already progressed with some of the quests of the longer questline since then the NPC will move
