Remove World NPC interaction or setting to disable it

NPCs that don't have any quests or useful information can be quite frustrating at times. When I try to talk to an NPC surrounded by others, it can become very annoying. Additionally, if I'm on a wagon, I often end up talking to all world NPCs without being able to get off the wagon or horse. What I propose is to either remove the ability to talk to NPCs that are not useful or assign a different keyboard key for interacting with them.
