You have to keep in mind that FSR1 is just a fancier upscaler that doesn't require any data from the game and it's very easy to implement in any game.
FSR2 looks a loot better, but that's because it works similar like DLSS. It need to get data from the game like geometry etc. and takes much longer to implement.
Only hope for FSR version 2 is if AMD will send engineers to PA, to make it work for them. I don't think PA will want to put their developers to implement it on it's own, since new FSR version won't bring any more money to the table, but new content will.

They've already implemented FSRv1, and updating the API they used should be easier since it's very flexible. There is no need for AMD engineers; just a little time, a few days even, will do. The FSRv2 also doesn't use machine learning like DLSS; it just uses color depth and velocity, just like the FSRv1.
As FSR 1 looks really bad, it would be great if PA could update it to FSR 2.
FSR 3 is coming out, better make them go for that.
