[Loot] New Star's End

The Unstable Star Debris has its loot pop well after the item is destroyed. It's much like City of the Dead and Tungrad on release, where the loot wouldn't pop until much later. Waiting around for loot or leaving loot is already a problem at SE, this just adds to it.
