Just loaded ship to its exact max capacity from the warf. Yet you can't use breezy sailing on it (acts as its overloaded)

Breezy Sail: The durability of the ship must be above 50%, and its inventory weight below 100% of the weight limit.
Not a bug, exactly what it says.

you can have pet that will rase your ship weight
