Valkyrie Succession Teleport Rarely Works

Valkyrie's Sanctitas de Enslar rarely functions as a teleport. Did some testing in BA for an hour and I don't know how to make it actually function. Quickslotted it, used it as s+c and the flow from celestial spear. I only got a to work once with the celestial spear teleport and once with the s+c.
