It is inteded that Emergency Escape goes on cooldown for every character or server swap. If you wish to suggest such a delay (aka waiting 5 minutes) you can do so via the forums, but since even with a delay it would be possible to abuse the function (e.g. when your character is left in a hostile environment), I would not expect too much from it.
