It's been bugging me for quite a while because a chunk of the playerbase is being left out when it comes to basically free things. These silver-costing items do not cost real-world money, so I hardly think they would be breaking the law (or else the entire game would with all of its RNG). Is the only reason for them being unavailable because they are in the pearl shop? If so, just add them to an NPC in-game, since they cost silver.

Vote for politicians that give people the freedom to think and act for themselves and you can have lootboxes again. Sorry but Netherlands and Belgium are about telling people what to do, rather than giving them the freedom of choice. If you prefer, you can use nord VPN to beat the laws in your country. ;)

Even though it cost 0 real money it still promotes gambling. Some politicians are just a bit "concerned" about how video games influence their youth.

Just don't forget the lootbox scandals no thanks to (one company that runs a platform on which one version of BDO works) and (another company that chose a poor reason to try justifying its greed)*.
