Do the devs intend on addressing the green off-hand META?

If so, how? 

From a game design standpoint, it seems very odd that a ~25 bil silver item (C20 Green OH) outperforms a ~150 bil silver item (V BS OH + Garmoth Heart) in many PvE and PvP scenarios.  I realize this is mostly due to the combined effects of the Crystal Preset system and AP caps in grind zones.  As a result, Kutum is massively underpowered, particularly in PvE, compared to green OH's and even Nesser, a 50 CP item that doesn't even require any direct silver cost at all.

What I'd like to know is how the devs plan on addressing this.  Or is this how they intend to design their game?  Green grade > Red/Yellow grade?

Build diversity is important, and I do not intend on diminishing the innate value of accuracy and evasion offhands.  It just doesn't make sense to me why a 150 bil item would be worse than a 25 bil one, in this many cases, for both PvE and PvP from a game design standpoint.  Where's the motivation to gear up these days?

I think its intended to reduce the gap between new and older players in pvp content. Give new players possibility to play t1 and t2 NW. I really doubt if they will change anything.

Maybe, but I mean, even older players use them against other older players too in uncapped PvP.  The special attack modifier is really impactful.  With AP bracket bonuses diminishing after high AP, the special attack modifier gives way more benefit to damage output.  305 AP with green AP offhand > 309 with Nouver, for example.

To me, it seems like an oversight when they introduced the Cystal Preset system.  Like, they forgot green OH's have the special attack bonuses when they implemented it.  IDK it's just weird to me that -25 bil (could be even less than 25 bil, a C14 green OH is around 18 bil and gives you the max AP) > than 150 bil in this many cases.  From a game design standpoint, I'm left confused, bewildered, wondering what's the dev's intentions with making it this way, and in sheer awe of, what seems to be, a magnanimous level of incompetence of the devs surrounding this issue.

99% sure that KR devs dont even know about this problem. Just wait untill some Korean content creator bring it up to them.

What gap its gear racing game, all they do is reducing amount of  players by removing reasons to play the game

Honestly, the only way I see them fixing this is to put a FG equivalent off-hand in the game.

If I was the developers, I would make it where you would have to have a  Fiery" V" Blackstar or "V" Kutum ( C20) off hand and a " V" Nouver ( C10) in order to make the FG equivalent off-hand which would have Nouver's AP along with Blackstar's DP, monster damage, crit, and 10% special damage ( Higher accuracy but less than  the green off-hand of course).
That way it keeps all weapons relevent and makes the FG better by a huge margin than the green weapon, regardless of the crystal changes. 

Development team messed up in my opinion by having a green weapon be BIS after hitting set AP caps. Green off-hand should be nothing more than a place holder until you could achieve what I listed for FG. I don't think they care enough to fix the issue with Blackstar, Kutum ( C20), Fiery off-hand stats, since they move on from stuff like the wind.

gotta remember it isn't a direct upgrade in PvP you do have trade-offs and kutum is useful for low-end PvE to reach caps faster. Not useless items until late game PvE.

I don't know about that. If you can get over 301 AP with that green off-hand it is significant being  that it allows you to put pressure on players that stack to 1300 evasion ( That's another PvP tactic). In a lot of PvP instances with the evasion meta PvP players you need this weapon in order to even make a dent in them ( regardless of Add-on buffs/debuffs).

I watched a Ranger shredd a 1300 Shai player using green accuracy off-hand when he couldn't do it with his set up using his Black star off-hand ( this says a lot about how strong this weapon is compared to one of the hardest weapons to make in the game).

Beng a triple " V" Blackstar owner makes me feel that all that time and resources I put into the off-hand was a waste. It also makes me tell players if they looking for BIS end game weapons to stay away from Blackstar off-hand, since it does fall behind the green off-hand at end game.

Missed my point. They won't change green off hands because in their eyes green off hands offer different stats hence the word "direct." Sure if it directly gave flat-out better stats (I.e more ap than a boss offhand in combination with more accuracy) they would address it but because green offhand don't, they won't change a thing.

The reality is that the scaling is off. Green off hands are good because brackets aren't impactful enough to warrant getting 330 ap as compared to your example of a ranger going 1050 acc to melt 1300 eva. 

The point I really want to get across is that green off hands are bis in dps but not for survivability and that difference is what leads PA to inaction.

It sucks you wasted your time getting those blackstars but they probably have hidden stats on them ;) Who knows maybe in the future they release more content that isn't DoA and actually benefits from having high AP.

Edit: PA only looks at stats not the effectiveness of those stats

I think they have plans to add slumbering weapons in future but not c10 boss gear, but c20 boss/ pen blackstar/godayed look at prices c20 Boss is around 80b, pen blackstar 135b.

... Before they add a way to combine our top offhand with green ones, to give it a specific orientation...

I don't know why, but that's how I think things could evolve from the current situation. Don't quote me on this though.
